Uganda’s declaration that it is Ebola free is a public health success worth celebrating. The virus, however, has not disappeared. While Uganda contained just 20 cases and ended the outbreak after the required 42-day waiting period, neighboring Democratic Republic of the Congo continues to face thousands of cases amid conflict and limited access to care. Same pathogen. Same regional outbreak. Wildly different outcomes. That gap is the ethical story, reminding us that global health security depends on every community having the capacity to respond.
