We are pleased to welcome Dr. Yelena Biberman to the BEI Winter School Online 2026, taking place December 14–18 under the theme Bioethics in a New World Order. Dr. Biberman is Associate Professor of Political Science at Skidmore College and a Wilson China Fellow at the Wilson Center’s Kissinger Institute on China and the United States. Her research examines how emerging technologies, particularly biotechnology, are reshaping global security and power.

Dr. Biberman’s forthcoming book, Genetic Superpower: International Rivalry in the Age of Weaponizable Biotechnology (Oxford University Press), and her new Substack, Bioinsecurity, consider what happens when our power over biology outpaces our ability to govern it. She is also the author of Gambling with Violence: State Outsourcing of War in Pakistan and India (Oxford University Press, 2019). Her expertise in science, security and international rivalry speaks directly to this year’s focus on gene editing, AI governance and the gap between the Global North and Global South.

Early Registration closes October 16. Partial scholarships are available for applicants from developing economies, with a personal statement due by October 30. Regular Registration remains open through November 27.
